It's a ...

baozi steamer.  Here is some info on baozi.

We ride past several of these everyday.  Yesterday I rode by one and picked up on "tong" of small baozi for lunch.  About 10 for 3 kuai.  They were great!

ok great. I was right. I called them the phonetic "chow se bao" which is probably not correct but I used to buy them from the Chinese restaurant behind Cubberly.
They are perfect when the "pastry" part is light and fluffy. I've never really been able to find ones as great as the ones I found in high school.

Yep- pork buns...or vegetarian or red bean. Baozi in China and char siu bao in Cantonese. Char siu bao and baozi are similar but not exactly the same. The ones my sister referred to are most likely char siu bao since we grew up near San Francico.
